Draft Compatibility Determination for Hilcorp’s Transportation and Recycling of Used Oil on Kenai NWR

The U.S. Fish and Wildlife Service has completed a draft Compatibility Determination for a proposed Right-of-Way transportation or utility systems permit to transport and recycle used oil to the Swanson River Oil and Gas Field (SRF) until end of field life within the Kenai National Wildlife Refuge (Refuge). The proposed route would occur from the southern Refuge boundary originating on Swanson River Road, terminating at the lease boundaries for the SRF, north of Sterling, Alaska, covering approximately 13 miles of existing roadway. This proposed action requires no new infrastructure as SRF contains the appropriate oil processing equipment to recycle oil into the current production streams. The Service has assessed the proposed action and its implementation and found no anticipated environmental impacts on Refuge resources.
